Regulation is intended to enable an economy to thrive, to play by rules and protect people, but without Checks and Balances, it corrodes society and civilisation goes into decline.
This site would begin by asking the people for some overall guiding principles, in effect regulations about regulations.
Draft Questions:
- What does it mean to actually have a regulatory system where every person exercising powers and performing functions under the law must take all practicable steps to use timely, efficient, consistent, and cost-effective processes that are proportionate to the functions or powers being performed or exercised?
- Should the fiscal impact of any regulation be understood as equivalent to a tax?
- Should regulations be tested to measure the extent to which they serve pecuniary interest rather than public interest (for example, regulations promoted by lobbists or trade organisations.
- It is the responsibility of government to create regulations that are onerous to all people in order to protect a small minority from their own bad judgement, irresponsible or anti-social conduct?
- Should revenue collected by an agency of government be included in the operational budget for that agency, or should it go into a central pool to eliminate pecuniary interest of the agency?
